Solutions to accumulate and concentrate agricultural land to develop large - scale commodity production: Experiences from Hung Yen province

The study aims to propose solutions to improve the efficiency of accumulating and concentrating agricultural land in Hung Yen province. The research results show that the agricultural land area accounts for 62.52% of natural land and tends to decrease with an average of 215.15 ha/year from 2010 - 2021. By 2021, the province has accumulated and concentrated 6,496.7 ha of agricultural land (accounting for 11.17%), with three main methods: (i) Leasing land use rights accounting for 48.96%; (ii) Accumulation and concentration without changing land use rights accounting for 32.97%; (iii) Accumulation and concentration based on changing land use rights accounting for 19.07%. Land users evaluate the accumulation and concentration of agricultural land in Hung Yen province with 2/12 criteria at a very high level and 10/12 criteria at a high level. There are 3 groups of factors affecting the accumulation and concentration of agricultural land: Institutions, markets and socio - economy. To improve the efficiency of agricultural land accumulation and concentration, it is necessary to implement synchronous solutions: (i) Perfecting the institution of agricultural land accumulation and concentration; (ii) Perfecting the land use rights market, agricultural consumption market, labor market and infrastructure serving the market; (iii) Developing socio - economic.
